We have a dream; a dream to re-build, restore and rehabilitate Matjhabeng to the agricultural hub it can be, and in so doing, grow the economy to create jobs, happiness, and prosperity for all its Citizens.

Value Statement
Ethics represent the cornerstone of corporate governance while a value system is the expression of the ethical foundation of an organisation.
All deliberations and decisions by Corporate Members be based on the following ethical (core) values:
- Responsibility: assuming responsibility for the business, reputation, and assets of the CIP and being willing to take corrective action where necessary to keep the CIP on a successful, ethical, and sustainable path.
- Accountability: the obligation to account for decisions and actions to stakeholders and role players.
- Transparency: disclosing information in a manner that enables stakeholders to make informed decisions about the CIP’s performance and sustainability.
- Fairness: giving fair and appropriate consideration to the legitimate interests and expectations of all the CIP stakeholders and role players, and to act accordingly.
Values in Practice
With regard to professional and ethical conduct by Members or 3rd parties acting on behalf of the CIP, the following values should be practiced:
- Proficiency: by refraining from rendering or providing any professional service for which a Member is not qualified unless knowledgeable advice and/or assistance is obtained to enable him/her to perform satisfactorily.
- Excellence: by encouraging and supporting co-Members in the pursuit of professional excellence.
- Equitable: by treating others in a fair and impartial manner.
- Respect: by treating others with civility and dignity.
- Diversity: by recognizing the contribution diversity makes to creativity and the enrichment of life.
- Integrity: by maintaining an unfailing commitment to honesty and to act accordingly, with strong moral principles always.
- Trustworthiness: by always acting in a reliable and dependable manner.
- Compliance: by following laws, regulations, and the CIP policies.
- Stewardship: by looking after the CIPs property as well as its resources and the environment.
- Confidentiality: by protecting the integrity and security of the CIPs information and treating third-party information as confidential where one is legally required to do so.

Goals
At a high level, the Roadmap for the next 10 years looks as follows:
Short Term Goals (The First 3 Years) – FIX, FIX & FIX
Most of the focus over the short-term will be to assist with the fixing of strategic municipal assets. These include (but not limited to):
Service Delivery Improvement Programme (emergency projects)

- Emergency Sewer Project
- Emergency Refuse Collection Project
- Emergency Safety & Security Project
- Emergency Roads & Stormwater Project
- Emergency Parks & Servitudes Project
Medium to Long Term Goals (3 to 10 Years) – CONSOLIDATE & INNOVATE
We need a vision for a better world – Let’s dare to dream again… These goals can be summarized as follows (and these are just the tip of the iceberg):
The CIP Focus Areas
The CIP Programme is divided into 5 different focus areas, or sub-programmes, as each programme will see a multitude of projects come and go:
- Service Delivery Improvement Programme (this programme includes the 6 short-term ‘Emergency Fix’ projects above)
- Infrastructure Development Programme
- Socio-Economic Development Programme (this may include Socio-Political Development, where/when necessary)
- Safety & Security Programme
- Administration & Finance Programme
Some of the longer term initiatives that are covered under the 5 programmes above are summarized below:
CID Programmes
City Improvement District programmes, starting with townships and informal settlements, as these are the most dire need for upliftment and transformation.
Disruptive Innovation
Emfuleni has some of the most innovative industries in Africa, supported by two tertiary educational institutions (VUT and NWU); our focus should be on driving Disruptive Innovations, instead of fighting for survival… Just look at what is happening around us, while we are fighting for survival:
- Grid-level Liquid Metal Power Plants
- Solar Roadways (when it becomes cost-effective)
- Plastic Roads
- Vertical Farming
- and many more…

Self-sustainable Cities are sprouting up all around the world, even in the most inhospitable places on earth. Why not here?
Key Performance Objectives
These objectives underscore the many multi-disciplinary projects developed under the CIP:
- Poverty & Hunger – Alleviate poverty and hunger.
- Health and Well-being – Establish an environment that nurtures good, healthy, lives and promotes well-being for all citizens at all ages.
- Education – Inclusive and equitable quality education that promote lifelong learning opportunities for all.
- Water and Sanitation – Rehabilitate and repurpose water & sanitation infrastructure and resources.
- Energy – Rehabilitate and repurpose electrical infrastructure and resources.
- Roads, Stormwater, Parks, Servitudes and Waste – Rehabilitate and repurpose roads and stormwater infrastructure, parks and servitudes and waste and dump management practices and resources.
- Decent Work & Economic Growth – Inclusive, sustainable economic growth and productive employment.
- Industry, Innovation & Infrastructure – Inclusive, sustainable industrial development and innovation.
- Sustainable Communities – Inclusive, safe, resilient, and sustainable living environments.
- Environmental Action – Clean up ecological disaster systems, establish systems to combat pollution and revitalise parks and wildlife sanctuaries to protect and foster vibrant, self-sustainable ecosystems.
- Peace, Safety, Justice & Strong Institutions – Establish safe, peaceful, and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable, and inclusive institutions at all levels.
- Revitalise Other Public Services – Continuous improvement of other public services, like health care (e.g. public hospitals), emergency services (e.g. paramedic, fire prevention, police and military) and others (e.g. postal).
- Partnering for Sustainable Development & Growth – Build implementation competence and capacity and revitalize partnerships for sustainable development.
